STATE OF TENNESSEE, DEPARTMENT OF CHILDRENS SERVICES, V. Thelma Gail Ingram Leatherwood and James Masters; Docket No. 12-CV-88.
The State of Tennessee, Department of Children`s Services, has filed a petitoon in the Polk County Circult Court, seeking to terminate the parental rights of Thelma Gail Ingram Letherwood and James Masters to the child, Cheltsey Ingram. 
A trial in this case is set for August 6th, 2012 at 9:00 a.m. Thelma Gail Ingram Leatherwood and James Masters must appear before this Court on that date to determine whether her parental rights to the subject child should be terminated and forever ended. The Court is located in Benton, Tennessee.
If Thelma Gail Ingram Leatherwood and James Masters do not come to the teial, the state will ask the Court to allow it to proceed without contest.  That means that the state will ask the Court to let it present proof without having any lawyer appears and defend Thelma Gail Ingram Leatherwood and James Masters`s rights in court.
If the Court believes that the department of Children`s Services has proved its case, Then Thelma Leatherwood and James Masters`s parental rights will be forever terminated, and they will never be able to see the child again or object to her adoption.
If the Court issues and order granting the motion, Thelma Gail Ingram Leatherwood and James Masters will have 30 days entry of the order to contact the Court and appeal.
Copies of all orders and motions filed in this case will be left for Thelma Gail Ingram Leatherwood and James Masters with the Clerk of the Circuit Court. This will constitute appropriate service on then for all future filings in this case.

Final Notice of Potential Conversion of Flood Plain
The USDA, Rural Utilities Service has received an application for financial assistance from the City of Copperhill.  The proposed project consists of sewer collection system remediation, installing 3 flow meters within the sewer collection system, and installing a Septage Receiving Station (SRS) and Polymer Feed Station (PFS) at the WWTP.  Rural Development has assessed the environmental impacts of this proposed project and determined that two (2) of the flow meters will be located in Flood Zone AE and the SRS & PFS will be located in Flood Zone X (shaded).  It has been determined that there is no practicable alternative to avoiding this conversion.  The basis of this determination is related to the existing location of the WWTP and the sewer collection system.  Relocating the WWTP and/or the sewer collection system would be impractical.
